Course Description

The course provides a comprehensive approach to Digital Governance. The course content covers the administrative-procedural dimension of the provision of public services through digital systems (e-government), and furthermore presents the applications of digital systems within the context of their political-democratic perspective (e-governance). The discussion of the above issues includes legal, organizational, technological and institutional issues. Conceptually, it covers the institutional framework of digital governance, the concept of public service, the provision of electronic public services, open government data, electronic participation, one-stop electronic governance and interoperability between Public Sector bodies and services at national and supranational levels. The various dimensions of Digital Governance are analyzed, as these are evolving mainly in the member states of the European Union. Finally, the modern developments brought about by the emergence of artificial intelligence, as a complementary tool for the implementation of public policies, and the integrated implementation of strategic policy targeting of national governments and supranational policy-making bodies, are presented.
